The event had originally been planned for March and was postponed until September.
In a letter sent to all delegates, sponsors and exhibitors, Times Aerospace - prime organiser of the event - said that it had hoped that the political environment may have changed, but that it had proved "impossible" to continue.
“We sincerely regret this situation has arisen and apologise for any inconvenience caused,” said Mark Brown, Times Aerospace’s managing director.
The company said it will continue to focus on its flagship Aviation Africa event that takes place in Kigali on 22 and 23 February 2017 with the support of the Rwandan government.
